And if they gave him all this information, this means he is seriously being considered for the position even if he is a permanent resident. Like you said, they can change the rules along the way. Who would want such a position?... Corey was told (when he had his interview) he would hear back from them in 4 weeks (or more!)... therefore he is not expecting to be invited to take the oral interaction exam soon!... And he never told me about priority given to Canadian citizens (yet I think it's common practice), right now he's only a permanent resident!
